[Notes] Birds Of War: Latin America
Spain
- Ruler: Emperor Karl I
- Capitol: Vienna, Austria
Francisco Fraco was once a powerful general in the Army of Alphonso IX, King of Spain. But when the King refused the Generals request to marry Princess Isabella, the General grew bitter and angry. In short order, he set about installing his own officers in positions of importance around the nation, moving deftly to create a crisis with rebels against royal rule that did not exist. Using the pretext of the rebels, he pressed the king for greater powers and greater control. The old king gave the powers, thinking Francisco to be a man of Spain.
But he was not. Francisco was a man for himself, and upon purging the military of suspected disloyalists, Bolsheviks and homosexuals, he seized control of the nation in a bloody coup. The heroic efforts of the Royal Guard protected the royal family, much to Francisco’s dismay, and plunged the nation in to a three year long civil war. The British, while declaring the matter internal to Spain, none the less provided assistance to the Royal Court, while Nazi Germany sent the Condor Legion to assist Franco.
The Navy and Airforce remained mostly loyal, but the Army belongs to Franco. The Royalist Navy and Air force has evacuated the mainland, setting up camp in Mallorca, while the Royal Court has settled in Spain pending an invasion of the mainland. Air battles over the Mediterranean are common, and Royalist Spanish ships often stop and board Spanish flagged vessels.
- Fascist Spain
- Royalist Spain
- Cuba - Republican but hosting the court-in-exile.
- Mallorca - Massive Airbase
Latin America
The worldwide Spanish flu pandemic of 1917 swept through Latin America like a flame, burning cities in its wake. It killed hundred of thousands, overloaded meager the but it but it was nothing compared to the sickness of 1929. While the United States fell apart from economic melt down, it was the Jungle that roared in Latin America. Millions died, and those that were left were destitute, the economy ground to a halt and central authority in most nations evaporated under the weight of La muerte blanca, The White Death.
Whole Nations ceased to exist, as death tolls mounted and refugees fled. Their lands and remaining people were absorbed by other, stronger nations or simply reclaimed by the jungle by others and vast tracts of the countryside is simply devoid of life.
Mexico, weakened but sensing greater weakness elsewhere, embarked on a war of conquest even as the funeral flames died down. Repulsed in Texas, Mexico turned south. Due to the virulence of the La muerte blanca in Latin America, there was little organized resistance able to stop the Mexican advance until the Battle of Belize, where borders stationed until British forces repulsed them at the battle of Belize.
The Amazon has pushed back, reclaiming much of the interior of South America. Uruguay, Paraguay, Bolivia and Ecuador became failed states. Argentina absorbed Uruguay whole Ecuador was taken in to the Incan Confederation, itself built on the ashes of Peru. Bolivia and Paraguay were retaken by the Jungle and now stand as stark, mute monuments to the fragility of humanity and ‘civilization’. Colombia and Venezuela, destabilized by the White Death, were merged together under the banner of Gran Colombia, with the patronage of the British and French Empires.
Across the Amazon basin, native tribes find themselves in a new position of power, the white man pushed back to the coasts. Mystery and danger await explorers, with forgotten temples, abandoned towns and secrets around every corner.
Mexico
- Ruler: General Juan Villa Lopez
- Capital: Mexico City
It’s economy dependent upon the richer cousin to the north, when the United States collapsed in to its component nations, Mexico was left in the lurch. In the chaos, Mexico was desperate for something to unify it as its people hovered on the verge of chaos. The government, pushed by the military, agreed to an ill fated attempt to reclaim Texas and its oil fields. When the Texans not only failed to route, but also started to push back, the Government suffered a humiliating defeat. Where it not for the further collapse of the United States, the war with Texas could have been disastrous.
Minister of Defense Juan Villa Lopez pushed harder for an invasion to the south, where the chaos of the White Death’s reigned in the smaller nations there. All went according to plan until the British Air force in Belize ripped his invading army apart, resulting in a full and complete route. However, Villa Lopez was able to spin the failure as one of the federal governments, not of his own. He masterminded then a military coup that brought him to power, executing the previous president after a short lived trial for treason against the People of Mexico. The former senate was imprisoned and barred from political office.
Upon assuming power, Villa Lopez faced the challenge of a shattered military with low morale, increased independence by regional governors and the challenges of putting down the small, but well funded popular rebellion brewing. The General has responded with curfews, mass arrests, crack downs and other totalitarian ideals. He blames the Americans for what has happened to Mexico, going so far as to arrest and hold in containment camps all ex patriots found in Mexico. These camps also contain homosexuals, disloyal politicians and other undesirables.
Currently a drought grips much of Mexico, rendering its farmlands in to vast sun baked deserts. The top soil is in danger of quick erosion. Dangerous levels of militarization exist at the Nicaraguan border, in addition to the recent annexation of the Baja of California by the Nation of Hollywood. Before this was done, the Governor of the Baja, Juan Filippe McElroy, petitioned the Government of Hollywood for admittance to their nation, citing anti-democratic ideals and no joint cultural heritage with Mexico as a whole.
Hollywood has accepted the petition, but Mexico has rejected it, and armed conflict is common, but only between civilian groups such as Air Militias or through ‘pirate operations’, but not currently a shooting war.
Nicaragua
- Ruler: President Raoul Sanchez
- Capital: Managua
British reinforced ally nation, but not a colonial holding.
In 1536, the Vice-royalty of New Spain was established. By 1570, the southern part of New Spain was designated the Captaincy General of Guatemala. The area of Nicaragua was divided into administrative “parties” with León as the capitol. In 1610, the Momotombo volcano erupted, destroying the capital. It was rebuilt northwest of what is now known as the Ruins of Old León. Nicaragua became a part of the Mexican Empire and then gained its independence as a part of the United Provinces of Central America in 1821 and as an independent republic in its own right in 1838.
The Mosquito Coast based on the Caribbean coast was claimed by the United Kingdom and its predecessors as a protectorate from 1655 to 1850; this was delegated to Honduras in 1859 and transferred to Nicaragua in 1860, though it remained autonomous until 1894. Jose Santos Zelaya, president of Nicaragua from 1893-1909, managed to negotiate for the annexation of this region to the rest of Nicaragua. In his honor the entire region was named Zelaya.
In 1930, Mexico launched its ill fated campaign against Texas, but in being repulsed, turned south. When Guatemala and Honduras fell, Belize held strong against the initial assault. The British commander however, knew he could not hold the coastal nation from a second attack. In what is now called the Mosquito Boat-Lift, the British evacuated what amounted to an entire nation, re-basing to Nicaragua. Much of the British garrison of Jamaica was airlifted in, stabilizing the front. Though Belize was a British colony, it was an independent nation and it’s invasion was not direct Cassius belli for the Empire.
The front is a cold-war zone, with cross border skirmishes occupying with regularity, but no major pushes by the Mexican Forces.
Panama
- Ruler: President Harry Burgess
- Capital: Panama City
Opened for business in 1914, The Panama Canal is the backbone of Panama. he Canal zone Broken off from the United States Headed up by Dixie native President Harry Burgess, the Canal Zone is a nation unto itself. With almost 4000 loyal men-at-arms and probably as many mercenaries, he holds the Canal as neutral ground between all the major powers. Life in ‘the Zone’ continues much the same as it did prior to the Breakup, except that there is no longer a higher power to siphon off funds from the lucrative canal fees. This means that the Canal Zone’s military is as modern and well-equipped as that of a nation a hundred times it’s size.
British and French ‘peacekeeping forces’ are also present, largely to ensure that President Burgess remembers that though his nation is rich, it has a lot of much larger enemies… enemies that he could only hold off with the help of his much more powerful neighbors.
Gran Colombia
- Ruler: Queen Arisabella De la Garza De Castro
- Capital: Bogota
The wake of the great sickness left both Venezuela and Colombia in a position of intense instability. The Empire of Great Britain and the Grand Republic of France, keen to avoid further danger to Panama, or a repeat of the Mexican aggression , founded the Reunification Treaty, which established Gran Colombia. By treaty, neither the Grand Republic nor the Empire may occupy or invade Gran Colombia without a declaration of war on the other empire.
A Noble Family, the De la Garza De Castro, a line long linked to the Spanish Throne (A concession to the British) was placed in control of the nation, but a senate elected by the people may veto their actions by a simple majority vote (a concession to the French). The result is a Government that gets nothing done and can exercise little power.
The true power of Gran Colombia is the energy corporation ‘Negro & Sobre el Terreno Oil’, the discoverer of HALO-X. This corporation has shown its teeth, utilizing its puppet senators to block any and all attempts to allow any other companies to operate oil fields in Gran Colombia or to get close to its own oil fields. Lua Air Defense is another powerful concern, functioning as a separate corporation but providing aggressive defense forces for N&SeT.
+### The City of Maracaibo The city of Maracaibo is far from the capitol and exists almost as a power into itself. Until recently, it was simply a backwater minor port under the control of various senators and noblemen, but with the coming of Halo-X, it has experienced an amazing and unplanned spurt of growth. While N&SeT will not reveal where HALO-X is manufactured, Maracaibo is one of only two places in the world it can be purchased. The result is a massive influx of international trade coming in to Maracaibo.
N&SeT was able to push a bill through the Senate that effectively granted Maracaibo a status of special-administration, under a Noble governor but administered by N&SeT itself.
Incan Confederation
Capitol: Machu Picchu
A independent South American nation, Peru recently experienced revolution that saw the native tribes reclaim power. The influenza and depression ravaged Bolivian population migrated to Peru, leaving the interior country to the tribes, while Ecuador joined willingly.
Renamed the Incan Confederation, the capitol has been moved to the ancient city of Manchu Pitchu. This remote mountain top city is served almost entirely by air travel. Not much is known of the new government, but its aggressive stance has made Chile wary while Gran Colombia seems unconcerned.
Argentina
Capitol: Paramaribo
This nation is becoming friendly with Germany, especially as the Germany firm Eiserne Fäuste-Industrien (Iron Fist Industries) has bought lucrative mining contracts and needed industry to the nation. A recent contract was signed to allow the manufacture of Germany Armor in Argentina, a development which makes Brazil and Chile very nervous
Chile
Capitol: Santiago
Never a populous nation, Chile exists now as it has existed for decades. The influx of refugees from Bolivia and Paraguay has helped jump start its industry, with many new mines for ore being opened up. It is actively purchasing aircraft to train its self-defense force with, anticipating a war with the Incan Confederation at some point in the near future.
British Guyana
Capitol: Georgetown
A small, poor country administered by a British Governor. Its economy is mostly sugar and tobacco plantations, though British Prospectors are crawling across it now, hoping for the same luck the Germans had in Suriname.
German Suriname
Capitol: Paramaribo
After absorbing the Netherlands, Suriname became a German possession. Nazi-backed prospectors located a motherlode of the modern era; more valuable than gold: Bauxite, the core ore from which Aluminum is most easily pulled. As such, the economy of Suriname is super heating as Germany pours more and more effort in to industrializing the nation. Already, Fokker-Wulf aircraft have opened a manufacturing plant in Paramaribo.
French Guiana
Capitol: Cayenne
A full dependency of France with almost no natural resources beyond farmland used for rice and tobacco, Guiana has long been a backwater of the Grand Republic. However, recently, gold was discovered in the high country, resulting in a sudden influx of prospectors and the establishment of a French Foreign Air Legion air base here.
German Malvinas
Capitol: Stanley
Sparsely populated, these islands were returned to Argentina as a provision of the treaty of 1936 which promised no further European invasions by Nazi Germany. Argentina, much to the dismay of Great Britain, immediately gave the islands to Germany. The islands now host a major German Naval base. Due to the their remote location, little more is known about these islands at this time.
The Bahamas and Bermuda
- Controlling Power: Britain
- Governor: John Axelrod
Once a backwater British province, the breakup of the United States has catapulted this little dependency to the forefront again, making it the ideal place for the British Empire to look to expansion in the west again. Its governor has an eye for glory, and a promiscuous daughter he tries to keep under lock and key.
Puerto Rico
- Controlling Power: Self-Governed
- Governor: Commodore Johan Mclintock
After the Breakup, Puerto Rico found itself abandoned by a nation they didn’t particularly wish to be a part of in the first place. Local government broke down almost immediately due to lack of infrastructure, and strongmen divided the island into no less than 6 small fiefdoms. By 1934, things had sorted themselves out somewhat, and a single dictator came to power. Commodore Johan Mclintock, formerly a Captain in the US Navy.
With little to earn him income, the Commodore turned to piracy using converted steamers and confiscated U.S.A.A.F. fighters. Still unable to project power far beyond his small kingdom, he nonetheless reaps enough bounty from both sea and air traffic to sustain his kingdom- and his ‘military’- in such a fashion that it would be unreasonably expensive to oust him. He desires to gain access to a small fleet of Zeppilins and is in talks with several European corporations.
